Vape Products Seized in China
If electronic cigarette goods are held in China, start with the written notice, the goods inventory and the identity of the manufacturer. An export order or payment receipt alone does not explain the legal basis for the hold or establish a right to immediate release.
Identify the authority and the measure
Check whether the document comes from Customs, a Tobacco Monopoly authority, a market regulator or another agency. Their powers depend on the issue and applicable rules. Do not infer the authority or legal basis solely from a message sent by the supplier.
Evidence preservation, seizure and a final confiscation decision are not interchangeable. Review the exact document, its date, delivery details and any later decision. A provisional evidence measure does not by itself establish a final confiscation outcome. Response routes and deadlines depend on the measure.

The trading company on an invoice may not be the manufacturer. Obtain the manufacturer's legal name, production address and relevant tobacco monopoly production licence records. Check how those records relate to the goods and the supply chain. Export-only products remain subject to applicable Chinese production and export controls; do not assume an overseas buyer removes those requirements.

- Purchase contract, product specifications and commercial invoice.
- Payment records identifying the beneficiary and transaction.
- Manufacturer identity, relevant licence and product records.
- Shipping records, warehouse receipts and logistics instructions.
- Export filing and regulatory records, where applicable.
- Initial notice, inventory and all subsequent administrative documents.
- A dated timeline showing when each document was received.
Compare the names, quantities and product descriptions across the records. Explain missing documents rather than supplying assumptions. Relevant export rules include production-licence identification requirements for export packaging.
